V. <em>Poradnik Językowy</em> managed by Prof. Dr. Stanisław Dubisz (2008–2014)

1. Editor and the Editorial Committee. Owner of the periodical and its publishers

The change of the editor-in-chief in 2008 was necessitated by the fact that rules of financing journals radically changed at that time. Until then, funds had been raised by the publisher. In 2007, subsidies for publishing a journal could be applied for by its editorial board or an academic society with which the journal was associated. In principle, universities were not permitted to do so. In order to obtain funds, a journal needed to be published regularly, at least summaries of the published texts had to be written in English, and a procedure for qualifying texts for printing had to be in place (texts had to be verified by external reviewers in terms of their substance and form).

Therefore, the Presidium of the Board of the Society for Language Culture resolved to replace the editor-in-chief and change the composition of the Editorial Board and the Advisory Board. The compositions of the two bodies appointed by the President of the Society for Language Culture were as follows:

  • the Editorial Board: Prof. Dr. hab. Stanisław Dubisz (editor-in-chief), Dr. hab. Jolanta Chojak, Dr. hab. Wanda Decyk (editorial assistant), Prof. Dr. hab. Elżbieta Sękowska;
  • the Advisory Board: Prof. Dr. hab. Halina Satkiewicz (chair), Prof. Dr. hab. Jan Basara, Dr. hab. Jolanta Chojak, Dr. hab. Wanda Decyk, Prof. Dr. hab. Stanisław Dubisz, Prof. Dr. hab. Barbara Falińska, Dr. Magdalena Foland-Kugler, Prof. Dr. hab. Włodzimierz Gruszczyński, Prof. Dr. hab. Andrzej Markowski, Prof. Dr. hab. Józef Porayski-Pomsta, Prof. Dr. hab. Elżbieta Sękowska, Prof. Dr. hab. Teresa Skubalanka.

The journal continued to be published by the Wydawnictwa Uniwersytetu Warszawskiego publishing house. In 2012, as a result of a competition, the Presidium of the Board of the Society for Language Culture selected Dom Wydawniczy “Elipsa” as the new publisher of Poradnik Językowy. In 2013, the Board of the Society for Language Culture persuaded the Rector of the University of Warsaw to give consent to the assignment of Poradnik Językowy to the Society, as a consequence of which Poradnik Językowy was entered by the District Court for the Capital City of Warsaw as a property of the Society for Language Culture.

On 24 January 2014, the General Meeting of the Society for Language Culture adopted a resolution which provided for including the rules for appointing the editor-in-chief of Poradnik Językowy, its editorial board and advisory board in the Society’s statutes. Under the resolution, the editor-in-chief gained extensive powers and significant autonomy as regards making decisions concerning Poradnik Językowy.

The General Meeting of the Society for Language Culture entrusted the function of the editor-in-chief of Poradnik Językowy to Prof. Dr. hab. Stanisław Dubisz, on whose request the Presidium of the Board appointed the Editorial Board composed of the following individuals: Dr. hab. Jolanta Chojak, Dr. hab. Wanda Decyk-Zięba (deputy editor-in-chief), Dr. Ewelina Kwapień, Dr. hab. Radosław Pawelec, Prof. Dr. hab. Elżbieta Sękowska. The function of the editorial assistant was assumed by Mgr Marta Piasecka.

At the request of the editor-in-chief, the Presidium of the Society’s Board changed the composition of the Advisory Board as follows: Prof. Dr. hab. Stanisław Dubisz (chair, Warsaw), Doc. Dr. Mirosław Dawlewicz (Vilnius, Lithuania), Prof. Dr. hab. Andrzej Markowski (Warsaw), Prof. Dr. hab. Alicja Nagórko (Berlin, Germany), Prof. Dr. Marta Pančikova (Bratislava, Slovakia), Prof. Dr. hab. Józef Porayski-Pomsta (Warsaw), Prof. Dr. hab. Danuta Rytel-Schwarz (Leipzig, Germany), Prof. Dr. hab. Teresa Skubalanka (Lublin), Prof. Dr. Olga Šapkina (Moscow, Russia), Prof. Dr. hab. Hélène Włodarczyk (Paris – France).

2. Contents of the journal

Poradnik Językowy managed by Prof. Stanisław Dubisz has easily adapted to the new reality in which a journal’s importance is determined according to the parameters set by the Ministry of Science and Higher Education, based on the analysis of the periodical in terms of its meeting specific formal requirements and being recorded in international databases. Poradnik Językowy satisfies these conditions, as the journal is recorded in the following databases: ERIH PLUS, CEEOL, Scopus, CEJSH, IC Journal Master List, Arton – Polska Literatura Humanistyczna (Polish Humanistic Literature). Poradnik is published systematically and regularly owing to a well-organised work of the editorial board and good cooperation with the publishing house.

Texts presented in Poradnik Językowy are published in the following sections:

  • “Jubilees” (2009: 1; 2010: 2; 2012: 1; 2013: 1);
  • “Papers and dissertations” (2008: 64; 2009: 62; 2010: 65; 2011: 67; 2012: 67; 2013: 75; 2014: 62; 2015: 72);
  • “Polish abroad” (2010:2);
  • “Explanations of words and expressions” (2008: 3; 2009: 7; 2010: 10; 2011: 11; 2012: 10; 2013: 8; 2014: 9; 2015: 9);
  • “Old and contemporary dictionaries” (“Słowniki dawne i współczesne”) (2012: 7; 2013: 8; 2014: 9; 2015: 2);
  • “Polish grammar” (“Gramatyki języka polskiego”) (2014: 6; 2015: 9);
  • “Reports, comments, polemics” (2008: 10; 2009: 7; 2010: 10; 2011: 18; 2012: 14; 2013: 9; 2014: 9; 2015: 8);
  • “Reviews” (2008: 20; 2009: 17; 2010: 18; 2011: 16; 2012: 18; 2013: 15; 2014: 15; 2015: 13);
  • “Words and expressions” (2008: 2; 2009: 9; 2010: 9; 2011: 7; 2012: 6; 2013: 6; 2014: 8; 2015: 8);
  • “Biograms and memoirs” (“Biogramy i wspomnienia”) (2011: 1; 2012: 2; 2013: 3; 2014: 4);
  • “Bibliography” (2008: 1; 2009: 2; 2010: 1; 2011: 1; 2012: 1; 2013: 1; 2014: 1; 2015: 1);
  • “Varia” (2015: 1).

As shown in the summary presented above, the following new sections were separated from the earlier structure of the periodical: “Jubilees” and “Biograms and memoirs”, and three new ones were introduced: “Old and contemporary dictionaries”, “Polish grammar” and “Words and expressions.” All the sections are organised in a logical way. In spite of the increasing volume of individual issues, the journal is coherent and well-organised. In 2008–2014, the total number of studies published in the individual sections were as follows: “Jubilees” – 5; “Papers and dissertations” – 467; “Polish abroad” – 2; “Explanations of words and expressions” – 67; “Old and contemporary dictionaries” – 26; “Polish grammar” – 15; “Reports, comments, polemics” – 86; “Reviews” – 122; “Words and expressions” – 55; “Biograms and memoirs” – 10; “Bibliography” – 9, “Varia” – 1.

What is of a particular value is thematic issues. The material published there is ordered from outstanding specialists and therefore the quality of such texts is high. In the period 2008–2014, 29 thematic issues were published in total*.

Poradnik Językowy is also engaged in the discourse on the place and role of the Polish language home and abroad, as explicitly evidenced by the publication of addresses to the Ombudsman prepared by the Council for the Polish Language at the Presidium of the Polish Academy of Sciences (Polska Akademia Nauk) and the Society for Language Culture, as regards protection of the Polish academic language*.

One more achievement of the Editorial Board of Poradnik Językowy headed by Prof. Stanisław Dubisz should be emphasised, namely managing to attract authors representing different generations as well as virtually all Polish linguistic centres and many foreign ones for collaboration.
